Using telepathy/mind reading abilities on this character: Feel free. She has no defenses against it except prior experience with being under heavy, heavy mind control. By the way, if or when she discovers you've used telepathy on her, be prepared to face her fury.
Warnings: So Elsa spent about a year brainwashed/mind controlled by arguably the biggest bad in the Power Rangers universe. Since this is a kids show, she comes out of it fine, but let's be real, it can't be that easy. If references to mind control and all that jazz upset you, let me know and I'll avoid the subject. That said, there was no noncon/dubcon in that year. Torture, yes, arguably (described as "punishment" by the show). But this being Power Rangers, it really isn't as dark as it could be.
